Xayaburi dam project is one of the cascade of 12 dams proposed on the mainstream of the lower Mekong River. Situated in northern Laos, it is the first ever project that has materialized. Its developer is Thailand-based Ch.Karnchang Public Company Limited (Ch.Karnchang) since 2007. Later in 2010, the Xayaburi Power Company Limited (XPCL) was formed to be an entity for concession signature with the government of Laos and for the power purchase agreement (PPA) with the Electricity Generating Authority of Thailand (EGAT). XPCL was able to sign the PPA with EGAT in October 2011 and commenced the construction in 2012. Scheduled to be operationalized in 2019, its electricity output to be sold to EGAT amounts to 1,220 megawatts. At first, the signed PPA last 29 years. Later, an extension was made for the concession to last 31 years.
